Workshop of mid-term evaluation review North East and Red River Delta regions support project (Norred project)

On July 12, 2017, in Ha Long city, Quang Ninh province, the workshop of mid-term evaluation review for North East and Red River Delta regions support project (Norred project) was held.

Participants of the workshop include representatives of the World Bank, Ministry of Health, Health Insurance, Profession Team of Central Project Management Unit, Provincial Project Management Units and Department of Health of 13 provinces: Lang Son, Bac Giang, Thai Nguyen, Yen Bai, Tuyen Quang, Phu Tho, Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh, Hoa Binh and Thai Nguyen National General Hospital, Vietnam – Germany Hospital, Bach Mai Hospital and independent consultant – Informatics Commerce Technology and Consultancy Co., Ltd.

As an independent evaluation consultant selected by the World Bank, ICT Company has successfully completed the assignment.

The mid-term evaluation report is highly appreciated by the WB and Norred PMU for its quality, professionalism in organization for data collection, objectiveness and achievement of the study objectives.   

1. The report evaluates the completion level and progress to achieve the target indicators of the project.
2. Evaluate the progress of the project’s components, including financial situation, tendering, procurement.
3. Find out difficulties and obstacles and propose recommendations to hasten the implementation progress.
4. Review mechanism, procedure and activities of the project; propose measures for strengthening project management and coordination.
5. Evaluate the relevance and conformity of i) initial objectives of the project, ii) Design scope of the project, iii) Result framework of the project. Revise the result framework of the project to conform with the existing situation.
